At this second stage Brahma, Hari, Shambhu appear and with them the Worlds (Loka) and the Elements (Panchabhutani) of which they are composed. By the differentiation of Shiva and SHakti the Gunas commence to operate (Shivashakti-prabhedena gunotpattistu jayate). Brahma and the others are not distinct entities.
